The Federal Economic Opportunity Act of 1964 created the Community Action Councils around the country, with the stated purpose of the elimination of poverty in the midst of plenty in this nation by opening to everyone the opportunity to live in decency and dignity. Founded in 1965, Capstone Community Action (formerly Central Vermont Community Action Council) helps residents of central Vermont achieve economic sufficiency with dignity and supports individual and family development. Our goals are to alleviate the effects of poverty, to assist individuals and families to move out of poverty and to advocate for long-term system change for economic justice.
We have a wide range of programs and services to help low-income Vermonters, including help in starting a business or finding a job, help with taxes, help with childcare and food—and help with crisis fuel. Every recipient of the emergency fuel assistance program is asked to work with the Weatherization team to make their living spaces energy efficient.
Our Weatherization Program provides energy assessment and energy renovation services for Vermonters who are in our service area and meet income guidelines. See if you can receive no-cost weatherization services from Capstone Community Action and the EnergySmart of Vermont team.
